Hey,

For web app submissions, can the front end code be .php files (ie. index.php, gamePage.php, etc.)? Or do they all have to be .html?

I hope that I understood the question correctly.

At the moment, Tizen has no PHP interpreter.

WEB-applications are created with HTML5 + JavaScript.

If you want to use PHP, you need to do HostedApp.
