What API should I use for Z1, Z2, Z3

I'm new to Tizen developing. I want to ask what API version should I use to developer Z1, Z2, Z3 app (2.4 , 2.3 or 2.3.1) ? I know Z1 is released long time ago, what lastest version of API Z1 supported ? thank.

all the Tizen phones run Tizen 2.4 atm

This is my understanding.

Z1 : 2.3, 2.4 (2.4 upgrade version is availble)

Z2, Z3 : 2.4
