For new TV apps, what is the preferred environment - .NET or Web?

Hi,
When developing an app for TV, both web app and .net app are possible.
You may choose a tool that is more familiar to you.
FYI, there's a restriction when developing .NET apps for Samsung Smart TV.
Any applications loading the library provided by TV product using DllImport are not allowed, because of Samsung Smart TV's security policy.
(Interoperability is not allowed on Samsung Smart TV, because of security risks.
