2.1b: "Cannot create directory" on uploading a wgt to device
I'm using RD-PQ-REF-tizen-2.1_20130505.1.
 
When I try to upload wgt files to RD-PQ,
I got the following message from Tizen IDE.
 
Initialize of launch environment failed
  Initialize of launch environment failed
  failed to `step context handle` operation
 (Return Code:1103)Cannot create directory.
 
What should I do?

Is your device listed in the connection explorer or when typed "sdb devices" in the command prompt ?
Yes. Also I was able to upload to the device when I was using Tizen 2.0a or 2.0.
Is 2.1 stable? Because the the link to latest snapshots from http://source.tizen.org shows to version 2.0

Look at the bottom of the page that you linked. There is a section for "Troubleshooting". Try the command below: sdb -d root on
