Could I create and configure Popup or Message Box via UI Builder

If I can't, would this possibility is provided in future?
Or should I use Panels/OverlayPanels instead?

You can create Popup containers via Ui Builder. Refer this: Tizen Native App Programming > Application Development Process > Designing the Application UI and Implementing Code > Creating Application UIs with UI Builder
